Definition (English)
The hardening of a new technological inequality where quantum computing capability concentrates in wealthy nations (US, China, EU, Australia) while developing nations are excluded from both the technology and its benefits. Unlike classical computing, which eventually commoditized, quantum computing's extreme infrastructure requirements (cryogenics, clean rooms, specialized talent) create barriers that market forces alone cannot bridge. The divide crystallizes before the technology has even matured.
